A metal roof takes solar gain and radiates it into the volume below. Plant rooms and tank crowns see the same load. The starting point is the solar load and the existing envelope — not the finish code.

Where conventional finishes struggle

A white paint without stated reflectance and emittance is not a specified radiative system. A thick wall coat is not a substitute for a calculated board thickness in a building code.
